HABIT has alot of other things besides plot manip, most of his hax is pretty scary
Asriel has passive paralysis inducement among other things and Save/Load makes him nigh-unbeatable

Also before Yharim's hax comes up it is not as scary as the descriptions would imply, also he hardly uses most of it in-character and the stay alive shit can only happen like once every 5-10 minutes

Well, then maybe Spawn and Bill Cipher.

Size manipulation and occasionally BFR, but only if he knows he needs to get rid of something quick.
If bill isn't acceptable, then I guess Death (Castlevania), he has no passives as far as I know, and the type 8 is non combative

Except pretty much the entire tournament is consisted of people who either don't have hax, or dont use it in character.

That is dreadful writing (though I probably couldn't do better), also that doesnt sound like a Low 2-C statement, it's more of a 3-A statement so i probably have to deny him on doubts of actually being Low 2-C
