You could leave her long chants unrestricted. They are too long to use in a 1-on-1 fight, unless the opponent gives her a lot of time... then again, that might be what you're worried about.
Anyways, with them restricted explosion and teleportation are the only spells she can use.
Her tactic would be spamming explosions from range and teleport spamming to keep range.

So it comes down to how good Baldi's illusions are, I guess. Without long chanting Louise can't dispel them.

Both could one-shot each other, how fast can she cast explosion though?

Baldi's illusions is him creating false exits to fool players which is hardly useful in 1v1 fight.
