Why does Loki have Multi-City Block Level AP simply because he tanked the Bifrost explosion? Having same AP as durability seem like a huge assumption. IIRC he never fought on par with anyone capable of harming him. (without the mind stone or gungnir) But if yes, the explanation should probably changed to (Fought XX who is capable of harming him).

One time with Gungnir and the other time with the Scepter and he was against a weakened Thor.

did they somehow increase his stats? its not like he hit thor with it. they were physically even

If anything, he's at least as strong as Iron Man Mk.6, and more powerful than pre-vibranium Ultron, comparing Cap's fights with them.

Cap vs Loki (Notice how Loki didn't even seem to feel the shield hitting his chest and didn't even budge with a tight punch to the gut from Cap. He was also straightfaced after getting thrown back by 2 repulsors to the chest)

Cap vs Ultro (Cap was shown to hit Ultron with the shield on his arm hard enough to drop him even though there was no damage)

Ultron vs Iron Ma (Ultron was holding his own, but obviously below Iron Man, which should make him At most MCB)

These support the MCB thing. And considering Loki has no offensive powers to speak of at the moment, that he's a physical fighter outside of his illusions, shows that it's fine to assume that his AP scales to durability.
