Isn't this a case of webbing GG?
Possibly, but Levi's got amazing maneuverability with his equipment and has the homefield advantage. There's also the fact that his blades have City Block level AP, so if he hits Peter with the blades, he's done for, if not seriously injured.

Can’t he just cut, dodge, or blow them up?

Splash damage tho. Can we have feats of the Spider Sense allowing Peter to constintley dodge much more skilled, experienced, and just as mobile fighters? Spidey has been tagged in nearly all of his fights and Levi only needs one tag with his blades to win (one shot).

Didn’t notice Thunder Spears were restricted. You should prolly allow them

Voting Levi cuz I’m biased

Nah but fr tho, here‘s why I think Levi wins high diff:

Skill: Levi skill ***** really hard here for obvious reasons. He’s been fighting since childhood against thugs in the underworld, and was trained by Kenny (a highly trained and skilled police office to say the least). He’s been a trained soldier for decades, fighting titans and human alike. The Ackerman’s path alone (Which gives Levi the composite combat skill and experience of every member of the Ackerman Clan, an entire race of people who were genetically modified to be the most skilled martial artists and combatant in the world to serve as a personal army for Eldia's king) would place Levi firmly above Spidey in a combat scenario. Levi fights entire armies of opponents who are physically relative to even stronger than him (Titans, an entire race of 8-C class M’s), and even fodder scouts (who are 9-B) kill titans, which means they are skilled enough to fight several beings who not only out lift them heavily, but can one shot them. Levi, as the most skilled, experienced, and strongest scout, should scale to this skill feat. As shown in his fight with the Kenny squad, Levi is perfectly capable of fighting groups of highly trained soldiers as maneuverable and agile as him. Levi also fondles the warrior titans (Zeke, Porco, Reiner, Annie, Pieck is very afraid of him etc) who are soldiers trained from infancy in various forms of combat, and specifically how to use their titans effectively in combat. They’re even trained and skilled enough to fight entire wars for Marley and capture nations. He also scales to or above Eren’s skill, a master martial artist trained in hand to hand and swordsmanship for several years by both the scouts and Annie. Safe to say that: 1) Levi utterly dominates in skill here, and 2) The absurd skill advantage is something Spidey has never fought, and would thus have a very hard time combating. I don’t even think Spidey scales to cap or Bucky in skill (who Levi still outskills horribly lol), or has any good skill scaling.

AP: Levi scales above no selling .69 tons and his blades scale to 73 tons, and spidey scales to .91 tons. Levi’s main win con is simply one tapping with blades, and spidey would need several hits to put him down. Levi seemingly also has better stamina feats (capable of fighting for hours with ODM gear, which is taxing on the body, fighting after a broken leg against Annie, fighting after being blown up, lost his fingers, legs crushed, and ETC in the final battle against founding Eren). Levi’s endurance would make spidey need even more hits to win.

Lifting Strength: Levi is pretty clearly outclassed in LS here, but I would argue he‘s skilled enough to make up for this. He fights class M’s everyday (Titans), and even outskills and humiliates Class M intelligent titan shifters (Who’s skill feats I mentioned earlier). He doesn’t grapple IC anyway, and would mainly use swordsmanship and ODM to avoid grapples, which he did against Zeke (an intelligent class M titan), or even more mobile targets like The Jaw titan (an incredibly agile and fast titan with class M, he’s been outskillied by Levi and other scouts). Both the jaw titan and Zeke are highly trained warriors (who again, skill and experience feats mentioned earlier). He can retract his cables to avoid grappling from opponents anyway, so spidey trying to grab his cables would not work.

Webs: Get cut apart by 8-B blades. Levi is so maneuverable with ODM gear, he’ll simply dodge them and cut them. Even if they do restrain him (Which is unlikely given ODM pseudo flight, skill gap, and 8-B blades) They’d have to restrain his arms, or else Levi just cuts himself free which is even more unlikely. If his blades are webbed, Levi can simply detach and replace them (Levi has several blades) effectively countering that approach. Overall, i don’t think Webs are that reliable as a win con at all for spidey. He even dodged similar projectiles in his third fight with Zeke.

How The Fight Would Go: Both opponents are extraordinarily agile fighters who use cable like machines to swing through out the buildings. They will both get close to each other to engage in CQC (with spidey slinging the occasional webs which Levi dodges and cuts). I would give Levi the advantage in the maneuverability fight, due to his experience in fighting highly trained and skilled people with relative mobility (Kenny squad for instance, this would give Levi an advantage as he and spidey have relative mobility, but Levi has experience spidey does not in fighting these type of foes), and overall skill and experience. Don’t forget more knowledge of the area via home field advantage (Trost district is a place Levi knows). In CQC, Spidey will attempt to grapple, but will horribly be outskilled by Levi, who is Incredibly used to avoiding grapples (Every titan he fights tries to grapple him, doesn’t go well: see Zeke for instance). All Levi needs is one tap to win (Due to his 8-B blades), where as spideys win cons rely on ranged attacks that will get cut apart or outmaneuvered, grappling in CQC, which will get him laughably outskilled, or simply hitting Levi (Which wouldn’t oneshot, and would have to get past Levi’s pain tolerance). There’s simply no reason to think that in a CQC fight, Levi (who is more skilled by an insane degree than spidey or anyone spidey has fought) couldn’t hit Spidey once (which is all he needs to win). The spidey sense simply does not have feats of that. Bro was getting tagged by Norman in CQC (hotel fight) for instance. So Levi would eventually get one hit and win, would prolly be close tho. Levi simply has better wincons, and spidey can’t really avoid Levi for long, whereas that would be the case for Levi against spidey’s wincons.
