Oma Form only possibly has Oma's powers. He has not displayed them in-canon if he does have them.
I was also confused at the start, I thought this was Oma himself, not just Oma Form. If it's just Oma form, Zi-O might be at a disadvantage.

Oma's abilities can work on Kamen Rider Barlckx who's resistent to all Heisei RIder abilites. Even Kamen Rider Kiva's Resistance Negation. So Oma can bypass resistance which are already resistant to resistance negation.

Let me clear your doubt : Ohma form is the one who summoned a non-canon rider (G), an in-universe fictional rider (Brain), a manga rider (Kuuga), and gave Mach (a secondary rider) his power back. If i have to say, Ohma form has more showing of "holding all riders power" feats than Ohma Zi-Oh himself.

I don't see any resistance toward the haxes that Oma has even with the Keysword.

Goku can't win, btw. His only wincon was incapping with DD, but that wincon is disappeared with Oma having passive fear manip, and his stamina consistently getting recovered.
