They fight on the Beach City beach. Blue starts on the shore while Kyogre is 100 ft. away in the sea. Speed is equal, and both are bloodlusted. Blue has her warship.
 
Blue Diamond should have a massive AP advantage.

But Lapis and Kygore have similar accepted calcs

Lapis' being 35.2223617872 and Kygore's being 35.6 petatons
