Oh boy, this is gonna be the biggest revision I have done in a long time.
This thread will take a look at the bigger cosmology in the Kamen Rider verse. Anyway, let's get right to it.
Asmodeus, the main villain of this movie, wanted to get rid of heroes from the world so he stole the powerful Forbidden Books, which contain the stories of all Super Sentai and Kamen Rider, and use them to weaken the boundary between fiction and real world. Touma and his friend were caught by this event and transported to a different world. They meet up with a teenaged artist named Shotaro who would join them on the journey.
Later, it was revealed that Shotaro is the creator of Super Sentai and Kamen Rider and Asmodeus manipulated him into erasing the heroes from existence so that he could create a world just for himself. However, Touma has managed to convince Shotaro to bring the heroes back and he agrees. Together, they defeat Asmodeus and the good guy wins, end of story.
That's the summary for this movie, now onto the real deal.
Wonder Ride Books are the key items in this movie, specifically the S-Class Books.
Sophia claims the S-Class Books contained the stories of all Super Sentai and Kamen Rider, and every one of them are capable of collapsing the entire world. When Saber got his hand on a book named "Kamen Rider Saber" which detailed all events that have ever existed in his series.
Going off this blog I've made, the Kamen Rider/Super Sentai verse has an infinite number of universes. Therefore, each S-Class Book holds the record of the entire universe it represents.
In the beginning of the movie, Touma draws a comparison of himself and his creation where he's the god in the story. This will be important later so take note of it.
A direct evidence for Shotaro greatly affecting his creation is when Asmodeus manipulates him into losing the motivation to draw which resulted in the disappearance of Kamen Rider and Super Sentai.
The conversation between Shotaro and Touma perfectly sums up my idea above. Shotaro Ishinomori is the "god" who saw the entire Kamen Rider verse, which existed in infinite universes, as fictional. His imagination sustained the entire verse and should Shotaro ever stop drawing them it would be erased.
A plot summary for everyone who doesn't know: Sougo Tokiwa and Sento Kiryu were sent to a place called the Real World where Kamen Rider are just fictional products. Later, they know that a fanboy named Ataru has made a contract to meet with the Riders. Now they must face Tid, who wants to erase the history of Kamen Rider and remake it in his own image.
The Riders were able to return to the Real World by using the W Ridewatch, which was given by a ramen guy from that place.
Since Tier 1 is a controversial topic this thread is made to confirm the validity of Low 1-C. Therefore, how it scales to anybody and whatever would be detailed in another thread, if this actually got accepted.

Kamen Rider Heisei Generations FOREVER
Now that we have understood Shotaro Ishinomori's influence over the Kamen Rider verse but it's not over yet. Ataru Hisanaga
An important figure in this movie, he is a fanboy who wishes to meet Kamen Riders. He made a contract with an Imagin called Futaros to bring the fictional characters to real life. At some point in the movie, Futaros were unable to sustain the Riders in the real world so they were sent back to their world.The Real World (2019)
A world exists beyond the multiverse of Kamen Rider. In the Real World, Kamen Rider is just a fictional product and doesn't exist in reality. Fiction cannot interact with reality unless they have any sort of connection to it.The Riders were able to return to the Real World by using the W Ridewatch, which was given by a ramen guy from that place.
Canon Continuity
I would need to make it clear that both movies are completely unrelated to each other, despite presenting similar concepts. How both movies portrayed it are quite different as well; Superhero Senki mainly focus on Shotaro Ishinomori and his idea of heroism, while Heisei Generation FOREVER focus on the interaction between two real life - fiction and the influence of Kamen Rider. In the end, the evidence from both movies supported each other so there is no reason to ignore one over another.Conclusion
Based on the evidence I've presented above, we could conclude that the Real World/Shotaro Ishinomori would be Low 1-C due to viewing the Kamen Rider multiverse as fictional.Since Tier 1 is a controversial topic this thread is made to confirm the validity of Low 1-C.
