I believe this was already discussed and denied already.
Either way.
1. Her being the strongest is not anything noticable and doesn't mean all her attacks or she's is faster than his attack.
2. Toneri being the weakest... Given we know about 5 of them doesn't mean much either.
Note: These are not the reasons it was denied, this is just my take on the whole she's the strongest he's the weakest thing.
