So for what reason would this qualify as being present everywhere and anywhere all at once in a given space like the definition of omnipresence suggests and not just her fusing with the vast range of the environment in her dimension to attack Nard?

She would need much more than whats displayed here for omnipresence, and the fact that they were able to strategize at all, madness or not, is a rather big sticking point against this.

I mean it seems more like she can control the terrain than her being omnipresent. Didn't she like have to teleport behind Naruto and Sasuke to catch them off guard? So she used space time ninjutsu. Which wouldn't be needed if she was truly omnipresent in her dimension.

I wouldn't compare Azashiro to Kaguya all that much in this situation since we have direct statements of Azashiro being omnipresent within the area he has fused with, he can see and hear anything in that affected area, is damaged when that area is damaged etc. They're kinda non-comparable when it comes to evidential support and abiding under our needs for Nigh-Omnipresent.

But her feats are just controlling the terrain. Nothing more really. Occam's Razor would dictate that this is simply controlling the terrain and not omnipresence. There is no statement iirc that says she's omnipresent, but there is a statement that states she can control her dimensions. This is just plain old hiding and using a ranged attack (sort of).
