Welp, technically it have them, but since it hasn't been updated since, they're under Stamina. Plus, any proyectile type attack lead against him gets nullified, countered or reflected passively.

Julius doesn't have to lead with projectiles. He can speed up, slow, stop, or destroy time.

Not much to compare, time powers in Needless are little, although it can time traveled to a event that was kinda distorted, and use powers that weren't hinted at all, kinda nlf fallacy for wiki standards.

If the guy however get close he may be stopped by psychoquinesis, or get his powers nullified by shield of aegis, or melted by agniswattas; but do not really have counters for time based attacks despite being capable to materialize any though into reality.

Welp, in theory Almighty Blade could erase it in one though, not difficult to believe for someone that have all the powers in the verse and can recreate the world and its laws (plus Julius do not seems to have resistances); so it can be whoever shot first, though I believe the guy with confirmed time powers have the lead.
