Idk cuz Julius is like a little faster and he uses Time Magic but tbh I'm not sure whether the difference in AP is too significant

I don't know because I checked their pages, but it doesn't specify how fast Julius is, while Full Power Teen Naruto is 2.11c. He got far faster in Boruto though and Baryon Mode provides an even more significant boost in speed. This means that Naruto might as well be faster than Julius, but that's only hypothetical since no exact value is known as to how much faster he got in Boruto.
