Seems like Jasper could take this. I don't think Gray has any way to prevent Jasper from taking flight and using mobility and range in the form of his gun as a means to snipe him. And with military training. Jaspers got the experience and training to use his stuff wisely. Plus grenade. Which covers a decent range in size. He just needs to graze him with it, or tag him with one bullet and GG. And flight seriously helps that situation happen far more times

He cant stop him from taking flight, but that doesnt help given Tower of Gray also has flight and can just, follow him? The range doesnt help because Jasper would have an invisible flying stag on his ass all at times.

Military training doesnt help against an invisible enemy he cant touch or harm, it's useful for fighting the stand user but he's gonna be hard pressed to take out the user while trying to survive against his true enemy which he doesnt even know exists.

He needs to do that while surviving against the Stand (plus the stand can probably stop bullets)

tower of grey doesn't make gray fly invisable so jasper still has a good shot on him

No? Nobody said that, but the Stand itself is, Jasper would have to avoid getting gimped by an invisible enemy he cant harm while it phases through all his attacls and slowly if not outright kills him while trying to kill the stand user who can take cover or avoid attacks while his stand does the main offense of attacking.
