I just noticed that Merged Zamasus Page has him at 2-C just wanted to add in that characters that scale directly above Merged Zamasu should be upgraded to 2-C. So looking at Zamasus page this is what makes him around 2-C..
would eventually become Low Multiverse level (As stated by both Gowasu and Beerus, Zamasu, in this state, was becoming one with the universe and overriding its law and order.Additionally, he was even shown to be present in the main timeline and was affecting the present, implying he was actually affecting space-time as well)
For starters we know that in episode 122 Vegeta pretty much confirms that Supressed Jiren who is weaker than when he fought goku in round 1 is stronger than anything he has ever faced. This would included both Merged and Astral Zamasu
as Vegeta has retained the memory of Vegetto and even if you say thats only in the manga, do remember that he's felt the ki of Merged Zamasu before in episode 65 both goku and Vegeta note that Zamasus ki is even he states that Zamasus ki is something that they have never felt before. But here comes jiren in 122, who is weaker than when he fought UI goku and he has already surpassed the multiversal MZ even astral zamasu as Vegeta also felt his presense as well.
If you dont think thats enough proof to upgrade Jiren, we know that goku confirms that he is using more power than Ui Omen in 110 that is stronger than 122 Jiren who was stated to be the strongest opponet that goku and vegeta have ever faced, Goku remarks Jirens attack potencey in 124 even belmod himself confirms that Jiren in 124>UI Omen>122 Jiren which was st
ated to be the strongest opponet they have ever encountered. Futhermore, we know jiren can exert even more power than he did in 124, the likes of Goku and Vegeta were able to compete with. Guys like Toppo can scale to ASSJB Vegeta and current Kaioken Goku who are able to take hits from a Jiren using more power than he did against UI Omen Goku which would scale to be above any form that Zamasu has shown, inlcuding the Astral Zamasu that is going to be low multiversal level.
In conclusion there is more evidence to conclude that Jiren even in his most suppressed state in 122 is above even the likes of astral zamasu, which should warrent atleast an upgrade as he is above said zamasu if you apply power scaling. This scaling would apply to MUI,UI omen, ASSJB Vegeta and Hakaishin toppo.
