The Terminator has an extensive database of every human weapon programmed into it from Skynet, as well as weaponry used in the future war.
Not really if it's used to figure out the schematics of a Vanquish. He can just pin point its weak spots and aim for them to disable it. The T-800 also has information analysis so he can figure out what's what.

The T-800 has knowledge of every martial arts in its database. This doesn't really matter since he crushes Bond in H2H anyway.

The whole point of the grace period is to allow time for people to make changes in their opinions.

Imho T-800 wins since I don't think Bond leads with an EMP blast, whereas the T-800 can easily blow up his car with a burst of his plasma rifle. I think it's fair to say that the Invisibility isn't enough to hide either sinces it's only microcameras that are hidding the car and any terminator has far better visibility than a human does.

T-800 can also turn police cars into scrap metal with his mini-gun and grenade launcher. And his mini-gun is also pretty effective at suppression tactics.

Yeah and the Terminator's multi-layered senses and targeting system is going to allow him to track down Bond eventually. It's pretty hard for any human to run and hide from the Terminator in the long run.

Terminator's sensors would enable to track Bond's body heat as Krukov stated, it can perceive objects and environment in infrared mode. It can also allow him to perceive two independent beings moving in separate ways adding more depth to his vision.

He can also see Bond where it's pitch-black and examine some minute details of his movements too, making it more difficult for him to evade the T-800.
