Itachi's final tier?

So the current final tier for Itachi is listed as unknown, and the reasoning for this is because he "one-shoted Edo Nagato" He did this with the Totsuka blade, which seals away an enemy on contact. This works directly against the Edo Tensei jutsu as the only real weakness it has is high-powered sealing jutsu. Should this factor result in a downgrade for Itachi as his hax were very specifically tailored to the event?

Itachi should be Small City level scaling from Hebi Sasuke.
