Island Level Servants

So in looking at some profiles from Fate/Apocrypha and others, I see that several Servants like Ruler (Fate/Apocrypha), Lancer of Red (Karna), and Berserker of Red (Spartacus) are scaled to Island level because of a feat from Spartacus and Jeanne.

However, I don't know of a calculation for said feat to verify the tier. For characters like Saber (Fate/stay night) for example, she has a calc for her High 7-A tier that makes complete sense.

I feel like there needs to be some greater evaluation of the feat to ensure that it should be rated there unless the reasoning comes from another source that I don't know about.

Does someone know where this tier comes from besides just scaling?
