Is reacting to projectile moving through the barrel of a gun a speed feat?

I was wondering, in the context of being able to react to objects in motion and not before hand, would one be able to be considered for speed feat if one can react to a bullet as it is fired but still in the barrel? Or at the apex of a spear being thrown but before it leaves the person’s hand? Or a laser as it projects from the device’s path?

Yea, as long as said person is in motion while winding up to throw it. But that would be more of a case where you measure the speed of the person, rather than the projectile, since the object isn't a projectile yet.
