As of now DBS's power scaling is all over the place. Zamasu is given the rating he has for fighting on par with SSB Goku [without Kaioken], who should be considerably below Goku Black.

I think that Goku Black is stronger, especially with Super Saiyan Rose.

Well, it's hard to say. Future Zamasu was able to fight SSB Goku but Trunks also got a lot hits in on him. Zamasu's seeming complete immortality may have allowed him to simply take the damage and keep coming.

I'd say Future Zamasu got stronger but is still under Goku Black who is still above Goku.

It's impossible to define power scaling in Super right now, whatever stats you see on the profiles are educated and logical guess by the staff members. We will have to wait until the end of arc to see if anything makes sense.

Agreed with Faisal. Our current ratings are not perfect for DBS, due to the giant mess they've given us with their powerscaling. But they do seem to make the most sense as of right now.

Hopefully things will be sorted out by the end of the arc and we can implement changes that make a lot more sense. But for now they'll have to stay as they are.
