It's part of his Standard Equipment, so I guess so

Tony can contend with a rampaging berserk Hulk whereas Abomination could still be somewhat harmed by a regular Hulk then eventually got overwhelmed by Rage Enhanced Hulk.

Though this isn't an easy match for Tony because Abomination is still in a similar league to Hulk since an Rage Enhanced Hulk still had to put effort in taking down Blonsky by choking him out.

It'd be a battle of attrition, what gets worn out first? Abomination's endurance and stamina or the Hulkbuster's functionality and spare parts.

Also Abomination might be smart enough to notice and figure out what Veronica does during battle and might make it a priority to take it out.

I think Abomination takes this, though with significant difficulty.

I highly doubt Blonsky will ignore Veronica long enough for Stark to get more than one use out of it, at which point the Hulkbuster would lose it's best advantage in a match of endurance. If he gets in the right position to use them, Abomination's bone spikes could also cause some major damage.

Abomination sweeps. Blonsky was already a peak soldier even in his decline and far more intelligent than Hulk who noticed Veronica being a pain and was also shredding the HB the moment he stopped hitting the parts that were meant to whack other stuff. Tony isn’t gonna be doing much of anything here.
