Intangibility vs Telekinesis and Gravity manipulation

Would a character with phasing be automatically assumed to be able to counter telekinesis and gravity manipulation and if not would a feat such as being able to phase through high gravity, a forcefield or even a black hole for instance also imply it would work against telekinesis since both powers function similar?
 
From reading the Phasing example on the Intangibility page, I would assume no, it wouldn't counter it unless explicitly shown to.
 
TK is controling matter with one's mind, so if a character is physically immaterial would be unaffected. Similar case with gravity, is a physical power, so physically immaterial beings and objects are immune. However, simply being intangible do not grant resistance/immunity to thise powers.
 
There are different types of intangibility though, the OP is asking for Phasing type intangibility, which I think would still be affected by Gravity/Telekinesis.
 
The example I had in mind is Wally West who can vibrate his molecules to move through objects, essentially quantum tunneling but probably better since it works against black holes. Another example is Big Chill who can become ghost-like and can use his phasing against energy attacks, elementally intangible beings and forcefields.
