(And it is 100% in character for him to do so; it's the third thing he did against the Joestars after negging their abilities via RO)

It's a supernatural aura. It takes over mind and soul, and also mechanical stuff I guess lol. Though I don't know how we deal with that kind of stuff in this case.Can it affect something as advanced as Ultron? Ultron's body is far more advanced than stroheim.

Vultron can counter with the time stone. How and what about energy attacks? Vultron can also possibly counter with the reality stonedip
He can time stop which negates basic resistance. He got a stand that blocks any physical attack. If he touches you with said stand he can reality warp you.

Apparently he starts melee? Though depends if he launches big enough beams to bypass The World's surface area. Though, keep in mind, while DIO is overconfident and will at first wait to see what Ultron can do, he will not hesitate to go with Time Stop, as he spammed it frequently all throughout his fight with Jotaro and didn't do so against the Joestars to test their abilities against his RO. Against other opponents he either corrupts or straight up EEs (as he did against Funny).
His in-character action with RO is EE.

Reality Overwrite (fancy word for Reality Warping) and Existence Erasure

RO = Reality Overwrite, The World's second main ability. Reality Warp that lets him do almost all his other abilities, that can affect 4-D stuff (negating D4C Love Train and even GER's abilities). It works by touch from The World in his pre-Absorption state.
EE = Existence Erasure. DIO erased Funny Valentine across the infinite multiverse.

Yeah. I had already said this from the start. The thing is... Ultron has no way to bypass The World, since The World can outright negg anything he throws at DIO.So, basically, he tests the enemy power first, according to you, that's not really a good start, but Ultron in the episode 9 is not that better anyways
