Hmm, power-wise, they seem fairly even. Peppino is going for 0.328 tons of TNT while The Beast ranges from 0.324 to 0.381 tons (median value of 0.352 tons). That's a 1.073x difference, which... Statistically 8% is where things start to become noticeable, so it isn't that much of a difference. I would point out that the differences between fighting styles would be where things get messy. See, when enraged, Peppino's strikes were largely wild and it's easy to tell that he had enough of the shit he went through. Comparably, any martial arts style is best defined by the level of control the user has, and in the Beast's case, I would imagine he would have serious control despite what his background states otherwise.

Peppino has plenty of hax in his favor, and his parries double as dodges based on how the game worked. Peppino has dealt with small-scale danmaku before, as he has fought Vigilante and Fake Peppino, so there is the possibility that Peppino could handle the Beast's strikes. Plus Peppino's Mid-Low Regen is more helpful than Mid-Low Regen usually is. The Beast has stabbing weapons, but he seems to use them as a last resort according to the summary of his profile. With how DONE Peppino is, Peppino is not very likely going to give The Beast a chance to use his weapons.

It's a tough call, but dsepite Peppino's state, he has better defenses than one may think, so... I'll give this one to Peppino.

I would argue that The beast BS skill would simultaniosly be a massive advantage, and a disadvantage, because it is likelly that the beast tries to flex on what is basically a middle man having a nervious attack, by doing a grappling move, only to get mogged by the massive difference in LS.
