If a character who was ranked as a tier 0 suddenly becomes defeated due to some plot device — where another high tiered (say a tier 1 character) by means of obtaining a device to defeat the tiered 0 character, does that automatically downgrade the tiered 0 character, or does it upgrade the tier 1 character?
I'll give an example.
A supreme creator is implied to be the be-all-end-all of a particular work of fiction. He's untouchable; beyond all dimensions, space and time. Everything comes from him.
Now, there's a tier 1 character who discovers a method to steal the power of the supreme tiered 0 character, and that tiered 1 character then "absorbs" the supreme tiered 0 character.
In general, how does this impact tiering?
And is this why TOAA was dropped from 0 to a 1-A?
