Stomp regardless. Goku legit can't him down (unless you wanna argue he would try to seal D4C or something), and Kars will eventually find a way.

Goku being Low 2-C would be enough to kill Kars. This is 2-B... WITH HAX.

Kars' only Low 2-C is done through environmental destruction. Like, what is Kars supposed to do to Goku before being splattered immediately?
