Their whole body gets incapacitated while their face is turned into a book. They're left inactive for as long as Rohan wants, with the added capability of writing into their body to make them do whatever he wants. He can create false memories to the point of making someone fluent in a language that they should not know anything about. He wrote in someone's body that their body should fly backwards at speeds of 60 miles per hour and even though said person had no flying capabilities, they still did that. He can make someone incapable of attacking him, to the point where they could not even say anything bad about him. And my favourite part, he said he could make someone powerless if he really so desired.

Rohan has this. Without a doubt.

But he can clearly still move.

That was when he was trying to save his friend by turning him blind. Quite literally in that same episode, he incapacitated a spirit using HD.

Rohan's stand evolves through the series. After he learned to use Heaven's Door without people having to see his drawings, they get incapacitated.

Rohan is way quicker on the draw than Goku. He points, turns Goku into a book. He reads how powerful he is and because he'd know Goku could kill him instantly, he writes either

"Goku cannot harm or kill Rohan Hishibe"

Or

"Goku will lose all his powers"

Etc you all get the point

Pointing and shooting out a Ki blast requires the same level of arm movement - I don't see how that is any faster than Goku.
