Speed equalized is indeed needed. Raiden's only low-end MHS+, GV's Relativistic.
Raiden has more versatility up close, but GV's keepaway game is just too strong. In character, GV's self-Anthem would kick in immediately, and unlike Ripper, it doesn't have a time limit. Also, Prevasion makes it REALLY hard for Raiden to even hit GV unless he was out of EP, and Raiden has no magnetism or water to trigger an overheat with, while his electricity would do negligible damage and keep GV charged up. He has the AP advantage too (15.9 Kilos to Raiden's 14.6).
Revengeance Raiden's attacks are almost all electrically-charged, and GV has proven that electrically-charged objects such as whips can recharge him as well. The EMPs might be able to disrupt GV's EP, but between Split Second and the GV2 suit's anti-magnetic field (thanks, Sidier), it won't last long, and Raiden doesn't have infinity of them. Plus, Raiden still needs to get in close.
If Raiden has Murasama then he just needs to slash few times.
HF Blades have usually greater range than just melee range. They have their own AoE, for example when Raiden's HF Blade didn't even make contact with boxes and they were already turned into shreds.
Also he has Ripper Mode, which makes him 7-C for some time. It gives him advantage, because it also boosts his speed and can do Blade Mode to turn GV into pieces.
Let's take this slow. Prevasion turns Gunvolt into specifically electrons. Therefore, the HF Blade cannot cut him up any further, since electrons are elementary particles. Magnetic attacks that work on GV are incredibly specific. Carrera, the magnetic adept, isn't about to even scratch Prevasion with ANY magnetic attack he ever tried, all except for his strongest attack, Quasar Collapse, which, again, was some very specific magnetic attack.
After, Anthem is allowed, so what stops GV from flying away and spamming lightning skills, healing from a safe distance, and outrange the magnetic blades?

Because Raiden one shots, can throw EMPs, as an infinitne amount of em, Raiden has ways to attack gv from afar.
Also, we never said that he or blade was "weak" to magnetism, but that GV1 shows us that they are attracted to them, which is yet another form Raiden can force GV to get closer.
Uhhh. Raiden can keep him in distance with Monsoon's Sai. Same with the grenades, they just don't let him go away. Also few slashes from Blade Mode is all it takes.
Also Raiden is not stupid to tank all of his attacks. Raiden also can instantly heal using nano-paste, at his peak he has 8 nano-paste.
Also, IIRC Raiden can use Sundowner's shield from Bloodlust.
Oh it's SELF Anthem, well that changes things. Theoretically, GV can continue to spam Prevasion by continously recharging, nothing prevents him from doing that, even HF Blade won't be able to destabilize what essentially is already disordered elementary particles, but it does shrink the electron cloud (possible places of where electrons can be in an atom), however, since GV is pure electrons, I'm not sure if it would work.
Raiden does have the stealthing, I'll give you that, but GV is only attracted by magnetism when he's using the Flashfield specifically, this is pretty much proven except for again, Quasar Collapse. In this situation, GV won't be using his Flashfield at all anyways, or else he's screwed. At the same time, using Flashfield is in character if he manages to get three tags in...
Even if he stalls with Prevasion, Raiden has the Stamina advantage, meaning that GV will get tired first and pretty much lose there
He uses the flashfield to attack when he managed to tag someone, its his main method of attacking, so, if that happens, he could be attracted by Raiden's magnetism and shorten the distance between em
That attraction would also be consistent, since Carrera's Quasar Collapse pulls in Flashfield FASTER. Basically GV's only safely usable attacks would be Skills.
So that's 3-0 Raiden, if I'm reading this properly.
Since Flashfield is in character without an actual Anthem when he gets a Tag in, Raiden kinda got this, though GV would probably try and no use Flashfield when he sees an attack coming, he could still get hit/overheat if he does successfully put it out. And if he does he could escape the magnetism when he realizes that Raiden can use his Flashfield to his own advantage
But that's just to prove that it isn't a stomp, Raiden should get this one.
