What is 10-D, 11-D and 12-D multiverse? What feats (besides fighting hyperversal characters) are required for this level?

Not exactly the best example, but in Warhammer, there is the Warp that transcends the Materium (aka reality).

The Chaos Gods who embody it, were considered 21D because the Materium contains a 20D object.

If the character exists on the same level of existence as this something, yes. If the character is stated to be 11D, this counts too

SCP-1831 is a 10-Dimensional being, Yaldabaoth (SCP Foundation) is 11-Dimensional as it transcends SCp-1831, The Brothers Death (Dont have a profile for them yet unfortunately) are 12-D as they transcend Yaldabaoth, The High Elder Gods (No profile for them yet either, i really need to make these...) are 13-D for transcending the Brothers Death, The Almighty is 14-D for transcending the High Elder Gods, and SCP-001 (S Andrew Swann's Proposal) is 15-D for transcending the Almighty

You cant really give an example of a 12-D feat other than trascending 11-D beings concepts, and/or being capable of manipulating other 12-D constructs IIRC

The Parliament and Naljians are 80+ and 26 Dimensional respectively just by virtue of being that level

Naljians are 26-dimensional because they were stated to be. Similarly to how Lucifer of the Morning Dawn was stated to be like 507-dimensional.
