Ok I'll consider few stuff. Firstly is that Strelok's got good artefacts which helps him here. He experienced many groups, monsters, mutants with telekinesis so Lara shouldn't give him exactly something new. Plus due to very high stamina of Strelok via whistanding radiation he not only should whistand and overcome Lara, but also take a lead. So artifacts and at least makarov (not to mention sniper rifle).

So, Strelok via good stamina, arsenal, experience, artifacts.
