Assuming you'll equalize speed, Hulk has a decent AP and dura advantage whereas Vilgax is a lot smarter, has far better range, the home ground advantage and better abilities suited for the fight. I'm leaning towards Vilgax when speed is equal

Yeah, I just checked. If Hulk manages to land some blows, Vilgax is done for. But Vilgax is smart, more versatile and has flight. But I don't see any way he can put down Hulk.
