Why I think that Hulk Tier should be upgraded is that they are many feats of Hulk to prove that those feats are not outliers. His connection with The One Below All and him been able to damage One Below All. Some of the Avengers are on multiverse level but Hulk is regarded as a threat. Even Mephisto feared the Hulk and it has been stated that Hulk is on Thor's level or higher, Devil Hulk matched Thor who killed the Black Winter.

As for the scaling... Sounds nice and all, except that Thor vs DH is one of the biggest outliers looking at the story and its inconsistent power levels. The others don't even reach tier 2B or 2A let alone low 1-c.
