How strong was Uryu during fight with Mayuri (Soul Society arc) ? How strong he was compared to other characters?

With Letzt Stil it's interesting as not only did he one-shot Mayuri's Bankai, Mayuri stated something along the lines of Uryu's reiatsu being more powerful than anything he's sensed before. Without it he's relatively fodder, seated officer-Lieutenant level.

Lieutenant Level for sure in his base. He was struggling and being beaten by Base Mayuri, who probably isn't even captain level at this point.
With his Letzt Stil he's gotta be mountain level. Mayuri has seen what captains can do yet was surprised by his power. Uryü also one shot his Bankai so that's even more mountain level proof.

I know this is just asking about Soul Society Arc Uryu but I might as well go over his feats throughout the series.
In Soul Society Arc Uryu is at least on par with Chad who has an 8-A feat though he's probably at the lvl of an Soul Soceity Arc Lieutenant which is 7-C. With Letz Stil he's at least 7-A since he's able to one shot Soul Society Arc Captains like Mayuri's Bankai.
In Arrancar Arc Uryu is able to block attacks from Base Privaron Espada which would make him at least 7-A since Privaron Espadas should be stronger than fraccions like Shawlong who was able to overpower Soul Society Arc 20% Bankai Toshiro in Base and stomp him in Resurreccion. And with Seele Schneider a bladed weapon that was stated to increase his reiatsu he was able to defeat Resurreccion Circucci which should honestly make him High 7-A if we assume Resurreccion makes you twice as strong as Base.
In Fullbring Arc he was able to fight Shikai Ginjo alongside Fullbring Shikai Ichigo and he shouldn't be weaker than Fullbring Arc Orihime who could hurt Base Ginjo. Base Ginjo is also comparable to Tsukishima who is able to hurt Post-Timeskip Byakuya who is stronger than his Pre-Tiemskip self that defeated Resurreccion Yammy the strongest Espada excluding Segunda Etapa Ulquiorra.
In Thousand Year Blood War Arc Uryu is able to fight Jugram offscreen for a period of time. Jugram was shown to be able to briefly survive Soul King Yhwach's Auswhalen which instantly killed even Volstanding 2nd Form Gerard.
