How fast would "sublight speed" be?

For context, I'm referring to this statement:

"Transform your boomerang into a bow, and pull it taut while compressing energy, then release a massive blast from above at sublight speed."

There is no exact numerical value given, so what would the lowest speed be for a statement of something moving at "sublight speed"? Would it just be Sub-Relativistic, or something slightly higher?

Anything under the speed of light can count as being sublight speed, therefor it's impossible to make any guesses without more context/evidence.

1e-9999999 nanometers per year is technically "sub light speed" so you can just use that
