can stroheim deal with homer's regen?

He was made to be able to overcome Santana's regen, who according to Stroheim, would need to be shredded so, idk maybe?

Whatare you talking about? That was before he became a cyborg, after he became a cyborg he was designed to specifically be able to kill Santana, Stroheim himself said would require shredding down to bits to stop vital functions and that would he proceed to do so.
As such it stands to reason that Stroheim is capable of shredding an 8-C equal with Santana down to tiny bits as that's literally what he was meant to do and says he would do exactly that. (He failed but that was more because he was ripped in half before he could do much of anything opposed to him not being able to shred someone before their Regenerationn takes effect).
