These two are having a tough time with first round loses ONE is definately walking out here with 3 points ! There has to be a winner here !

Charles should be able to take this.

Not only does he have the range advantage, but he would be sure to lead with hax the moment he notices he is barely doing anything to Robotnik due to his invincibility. He normally leads with his helicopters guns and rockets, but would lead with hax if they don't work.

As someone who's watched the only episode appearance of Super Robotnik, he doesn't really have a consistent starting move since he never actually "fought" Sonic in that form, but only in a gladiator challenge. He's never really used any of his intentions while in his super form. Plus, he has the tendency to announce what move he will use before using his move, and that would pretty much give enough time for Charles to just hax him through either melting his bones, mind controlling him, or knocking him out with the Subsonic Wave.

To top it off, Robotnik, despite being smarter, is very arrogant which is often a problem with him throughout the series. Charles is pretty much one of the more experienced members in the military, and would therefore know what to do in a situation where he sees what appears to be some flying invincible superhuman.

That is a vote.
 
Really like a military vs genius ? I thought Robotnik would be smarter.
Robotnik is smarter, true. However, it seems to rather be through invention smarts than combat smarts, plus his arrogance throughout the series is often why he is never able to beat Sonic.
