I wouldn't mind helping you out with this, but I mainly followed Hellsing through Hellsing Ultimate, which is pretty faithful to the manga all things considered.

Yes, because his first opponents that gave him problems to his base form scale to his base while the strongest scales to his final chapters state before Schrodinger united with the other souls. Other characters have 9-A stats for doing 9-B feats and the 8-C ones needs help.....
