When Banner heard that the Challenger had come to Earth to destroy it, he transformed into the Hulk and confronted him for bringing him back from death and for not leaving him alone. After the Hulk beat the Challenger badly, the Challenger struck the Hulk with enough force to send him flying into orbit for daring to hurt him. Despite being sent flying, the Hulk actually laughed at the fact that he had managed to harm the Challenger.

Yeah, you can say that. He scales to the Challenger, whatever that is.

Within this story the Challenger was not presented as powerful enough to even teleport planets across the space on his own. The Elders have been much more powerful in other stories.

WBH was able to almost destroy the earth by putting his leg down while bruce held hulk full (correct) power HOTM Hulk stated to be a version that Bruce not holding back hulk anger anymore, therefore, he should be much higher than what he is at his WBH "form".

Seems pretty logical that he should be higher than 4-B maybe 3-C...
