I will make this short. Our profiles for the Forerunners and the Precursors are heavily wanked.
Currently they are ranked as 2-A, because supposedly they can derive energies from infinite universes.
Quotes:
These are the two quotes which apparently make the Forerunners Multiverse level+. As far as I know, there are no other quotes in all Halo media aside from these two.
So, what's the problem? Well, many.
One: They don't derive energies from infinite universes
This is quite obvious once you actually read the quotes:
"As the reflective orb rotates beneath my ship, I see also the outstretched, feather-like plumes of vacuum energy pylons, drawing in the potential of an infinity of alternate realities ... aborting untold numbers of nascent universes to supply Requiem's power."
"Fred stood on the brink of creation, watching universes wink into being, then swell into silvery eggs of brilliance and implode into nothing."
Both statements are clear that the Forerunners don't drain infinite universes of their power. They pick individual universes out of the multiverse, which has an infinite number of universes. If they were 2-A, there would be no Halo setting as they would absorb all of it.
So at best they are Low 2-C. And that's assuming they are drawing the energy from space-time. Most likely 3-A as they are deriving quantifiable energy fuel and don't have infinite energy.
Two: These are not full universes
Indeed, the Forerunners simply draw the energy from nascent universes, furthermore, they "abort them". Meaning that they kill the universes before they can fully form. These are not universes like our own which have expanded throughout billions of years. So destroying them isn't exactly comparable to destroying our universe.
Three: This isn't a power feat
To put is simply, this is strictly a fuel source for the Forerunners. They don't use the power of entire universes into missiles or energy beams. No, they use this fuel to power their entire galaxy-spanning civilizatio. Not even individual planets, much less individual weapons, but the whole civilization. Stating that they are Multiversal+, or even just Universal because of this is ludicrous.
In 2012, humanity spent 158,000 TWh in energy, which equates to 5.68800e20 Joules. Obviously, this does not mea that humanity can casually employ Large Island level weaponry on a whim. The same applies to the Forerunners, albeit on a larger scale.
Four: We don't know how much energy they drain from the nascent universes
This is another basic thing. The nascent universes are the Forerunners energy source, but that does not mean that they are draining 100% of the universes energies instantly at every time. We humans derive fuel both from our planet's geothermal energy and our sun's luminosity, but we obviously don't drain 100% of the energy from either. We aren't a Type II Civilization that can built Dyson Spheres and turn planets into reactors.
Same thing applies to the Forerunners.
Also, the war between the Forerunners and the Flood did not destroy even a single galaxy, which obviously wouldn't be the case if they employed 3-A or 2-A weapons of mass destruction.
So, in conclusion, Tier 2 Halo needs to go.
