It was a war between Bill's forces and the Time Police.

I thought they were watching? The scan says Henchmaniacs dealt the final blow so I assumed it was Time Baby vs Bill + Henchmaniacs

Bill and Time Baby fought by themselves, (hence their battle description) and then at one point his Henchmaniac jumped in and got a lucky shot in, sending TB into the Ice Age. (Which Bill foresaw.)
