I vote for FreeSmart winning via resurrection, Match getting set on fire to burn her enemies, and some other reasons that were written before. I'll point out that the location that the battle takes place in looks pretty tight, so there's not a lot of room for Dark Anna to escape the fire. Though, about the scaling...
Ruby = Taco >>> (One-shot) Jawbreaker >>> (Unaffected from) Remote’s Explosion >>> (Would’ve one-shot) Teardrop = Woody >>> (One-shot) Foldy = Blocky >>> (One-shot) Golf Ball >>> (Unaffected from) Announcer Crusher >>> (One-shot) Firey >>> (One-shot) Bugs = Giant Pink Evil Leafy = Evil Leafy = 16.88 ExaFOE

Match = Nickel = Needle >>> (One-shot) Naily >>> (One-shot) Bell > Woody >>> (One-shot) Foldy = Blocky >>> (One-shot) Golf Ball >>> (Unaffected from) Announcer Crusher >>> (One-shot) Firey >>> (One-shot) Bugs = Giant Pink Evil Leafy = Evil Leafy = 16.88 ExaFOE

Pencil = Needle >>> (One-shot) Naily >>> (One-shot) Bell > Woody >>> (One-shot) Foldy = Blocky >>> (One-shot) Golf Ball >>> (Unaffected from) Announcer Crusher >>> (One-shot) Firey >>> (One-shot) Bugs = Giant Pink Evil Leafy = Evil Leafy = 16.88 ExaFOE

Ice Cube = Needle >>> (One-shot) Naily >>> (One-shot) Bell > Woody >>> (One-shot) Foldy = Blocky >>> (One-shot) Golf Ball >>> (Unaffected from) Announcer Crusher >>> (One-shot) Firey >>> (One-shot) Bugs = Giant Pink Evil Leafy = Evil Leafy = 16.88 ExaFOE

Bubble’s AP >>> (One-shot) Announcer = Firey >>> (One-shot) Bugs = Giant Pink Evil Leafy = Evil Leafy = 16.88 ExaFOE

Book = Fries = Firey >>> (One-shot) Bugs = Giant Pink Evil Leafy = Evil Leafy = 16.88 ExaFOE
Careful! There are flaws in the scaling. I have noticed this ever since you started posting these in VS threads, and I finally got the motivation to find the links so I can give you feedback.

Taco >>>>>>>>> Teardrop doesn't work, because Teardrop was shown to be comparable to Taco during BFB 1.

The idea of Woody >>> Blocky is very questionable seeing as how Blocky was about the split Woody during BFB 21 in the identical way that Blocky split Golf Ball during BFB 1, and Blocky always overpowers Woody by kicking him far away as seen in BFDI 1a and BFB 17. It should be the other way around, Blocky >>> Woody. Teardrop can do the same in BFDI 1a, and like Tennis Ball said, could've severely injured Woody if not careful due to Woody being one of the more fragile characters, so Teardrop = Woody is questionable too and should instead be Teardrop >> Woody.

Ice Cube >>> Naily, and Ice Cube >>>>>> Bell don't work, because Snowball > Ice Cube + Blocky + Teardrop + Leafy in BFDI 9, Naily >> Snowball in TPOT 1, and Snowball > Bell in TPOT 2. Furthermore, Naily was also able to crack a big jawbreaker, which is high on the scaling chain, whereas Snowball had to lick it to reach the inside and free Ice Cube. Including what I wrote about Woody and Blocky in the previous paragraph, the scaling is actually something like Naily >> Snowball > Blocky >> Bell > Woody ≈ Ice Cube. Bell likely isn't weaker than Snowball to the extent that I wrote, but she's not as strong as Blocky either, unless she didn't intend to kill Woody when she dented him during BFB 7. I'm also not sure if Ice Cube is as low as I put her, but I doubt she is stronger than Blocky when she's weaker than Snowball.

Naily >>>>>>>>>>>>>>>> Firey, and Foldy >>>>>>>>> Firey don't work, because, all of this being in BFB 1, Naily and Firey have the same feat of stopping the propeller on one of X's baskets (which is fast enough to fly away from G̸̫̈́͛A̷̟̳̗̓̈͋B̶̜̝͊̚0̶̠͐͠͝P̵̡̫̍̂̇ for a while and tough enough to endure the points of both Naily and Pin), whereas Foldy got mutilated by the propeller. Although Firey used Pin's point, it still shows that Firey isn't nearly as far inferior to Naily as you wrote. The scaling is actually Naily > Firey >>> Foldy.

Keep in mind that characters aren't always using their full power. Taco only got out of the jawbreaker after trying very hard, and was previously trapped there between BFB 2 and BFB 3. This explains why Teardrop couldn't escape the jawbreaker she was in despite being comparable to Taco like I wrote before; Teardrop is only comparable to the average power of Taco. Likewise, Ruby is only comparable to the average power of Taco, not the power that wrecks the big jawbreakers, especially since Ruby had to lick a jawbreaker to reach the inside.

It's important for me to point out that your scaling doesn't factor in how some one-shots were achieved via piercing damage, which means the full power of some characters doesn't apply to their overall durability; this is the reason for some of the differences between our scaling chains.
