Sealed Form Giratina and Bloom with the Dragon Flame. Speed is equalized. Who wins?

I'd say Bloom.

She has resistance to Giratina's most useful hax which includes Reality Warping,Matter Manipulation,Power Nullification and his Dimensional DFR will be ineffective due to Bloom's ability to travel between universes.Along with that Bloom has Life and Death Manipulation,Sealing,Atomic destruction,Transmutation,ect.

Plus she has Ice Manipulation which would apparently be "Super effective!" against Gina.

@random Giratina has Void Manipulations and sealing via anti-matter manipulation, also life and death manipulation, atomic destruction and trasmutation propably won't work since he's ... a ghost

Bloom can undo Seals and seems more likely to go for her hax first.

Also Giratina technicallly isn't a ghost he's the embodiment of Antimatter who just happens to be a ghost type(if he were a ghost he'd have Type 7 immortality).Atomic destruction and death manipulation would still affect Gina.
