Ginyu 4B?

Tagoma was stated to be comparable to Gohan's peak power at the time, but 2 things contradict this completely:

1. SSJ Gotenks (who is vastly inferior to Ultimate Gohan ) headbutts Tagoma in the balls, dealing visible damage to him, which shouldn't have happened considering the AP difference

2. Normal SSJ Gohan bodies Ginyu after Ginyu recieves Tagoma's body, which should not have happened, considering that 1. Gohan got weaker since the Buu saga, to the point where he didn't actually know if he could still turn SSJ, and 2. Ultimate is considered a separate form.

I feel like Ginyu should be nerfed to "At least High 4C" instead of 4B

1] That's a gag induced weak spot hitting, which was done by SSJ Gotenks who is in a lower 4-B.

2] The Training with the Kai's should have a left him at 4-B as a FSS, he was just out of practice for some time during ROF.
