Speed is equalized as to avoid anyone from Gensokyo blitzing the hell out of all those humans.
Gensokyo is the defender here, but isn't disallowed to go offensive depending on the situation. The containment of Gensokyo and its inhabitants is the winning condition for the Foundation, while the prevention of attacks from the Foundation for a semi-permanent period of time is considered a win for Gensokyo.
