Fusion Zamasu's Regenerationn

I feel like Zamasu's Regenerationn downgrade from (At least Mid) to (Likely Low-Mid) is unjustified.

Sure, his immortality got weaker, but to what degree is unknown and isn't enough to give him a downgrade. That's like saying X character destroyed an entire universe (3-A), but got much weaker when time passed, so he should be downgraded to 3-B, when it's unknown to what extent his power decreased.
 
His body was unable to regenerate from being cut in half.
