I'm going to assume based on the way they meet that Sans has prior knowledge of Funny's powers. If so, I'm going to give this to Sans.

Sans can't harm Funny with Bones or Gasterblasters due to the effects of Love Train. However, I think Blue Soul would not be affected as it is not a physical attack. So he could potentially slam Funny around until he is out for the count.

However, Love Train states that it pushes away misfortune, so I don't know if Blue Soul will be affected by it.
