Freezing is massively downplayed on this site. This verse is much stronger than people think.

To being with we need to explain the Nova. They are the primary enemy that the "Pandora" fight throughout the story. The Novas are stated to be both Extra-dimensional beings and threats multiple times. The world they come from is also stated to be transcendent multiple times. here is the definition of what a extra-dimensional being is. This would make the Nova at least 4D, qualifying for the Low 2-C rating. Now, most of the Pandora should scale as they were made specifically to fight the Nova and in Pandora Mode, it is also stated they can fight the Nova . Even fodder like Ingrid can one-shot Nova.

Ok so now let's talk about the Tier 1 scaling. We all know about the existence of infinite timelines that are in the verse. It turns out it's the Extra-dimensional World the Nova comes from. As Roxanne states and Kazuya state when they arrive there. Kazuya had to be blasted into extra-dimensions in order to travel there.

Sattelizer and Rana also tank getting blasted into these Extra-dimensions as well. They also damage the beings that reside there. So most of the Pandora should be Low-2C and Satellizer and Rana should be Low 1-C

Ok, absolutely nothing implies 4D Novas or Pandoras. That just means they come from outside the "dimension", which clearly means universe on the context. The existance of infinite timelines and how they refer to them is further proof the Novas just come from outside the universe, nothing 4D.
