How do you compare the strength of ice and fire huh?? IDK I guess todoroki can melt the ice but he's gonna start with ice first so I see elsa blocking it since seh has superior AP, then todoroki will probably hit her with fire GG I guess.

good, heat and cold and just temperature, we would need to know the maximum temperature of the fire and the minimum of the ice to compare, if the fire is much less hot than the ice and cold, the ice would take a long time to melt, thus beating the fire
