I'm not sure if this is post-crisis or not. I think it's Kindom Come...is that it??? That diesn't matter. Im my research on Flash I found this comic page. I'm not sure if it's an outlier or not. But I know its official and made by DC Comics...anyway, here

At its most basic it means that you can move forwards and backwards in time through speed alone, and at more advanced levels you can have multiple temporal dimensions, such as encompassing several timelines/possibilities at once.
