She incremented the size of Lucy's water


She can't do that with every attack, only the one with mass


And pretty that anyone with Size Manipulation on those level can do that (Also, she didn't proof to make attacks increase to 6-C)

Oh, if you mean about the tier it would just be "7-A"


The + is just added to the Attack potency
