extend for durability limit determination

i have a question (should in Q and A thread?):

how should a char survive a attack in order to say that he has that his durability is at that extend?

for example: saitama no sells any attack, on the other hand goku recieves injuries, luffy survived heavy blows in the "war of the best" but survived, lets say all this chars got hit by a country level beam (canon powers aside),

can we say luffy is "barely country level", goku is "likely country level" and saitama "at least country level"?


or cant luffys feat even be counted since law needed to heal him otherwise he would die? :/

a human who survives a bullet thanks to a doctor also has not bullet-level durability :)
 
It depends on whether it is an OHKO, how the fight was construed and what type of damage it did.

If it was a knock out and it isn't apparent the character used their full power or took them seriously, durability doesn't scale.

But yes, lack of noticeable injury = at least

"Bullet level durability" Well actually, bullets have only a decent amount of kinetic energy associated with them. The problem with bullets is how little area they touch.
