I'm confused. My next set was 1 character and 2 powers, which is what is allowed.

Yes but if you have two sets worth of stuff, which you can use to cover your "OPness" with more OP stuff next set... why would you cancel one set worth of stuff and not two. Especially stuff from an RP designed specifically to be full of OP shit, that would be 4 sets worth of stuff.
